Is it too early to submit a college transfer application?

I am only a few weeks into my first semester of college at Oakland university. I am looking to transfer to Michigan state for the 2011 fall semester. After this year I will have 29 completed college credits. I currently don't have an completed college cles. I s it to early to apply? If apply now can they just look at my grades once they are completed? I want to apply asap.
