What makes a girl a slut?

im always so confused when i hear promiscuous women call other promiscuous women hoes. is it possible they dont find their own hoe-ish behavior, ehhh, hoe-ish? is the title conditional? does it depend on various cirstances? or is that just how it works in the minds of women. is it black and white for men? hoe or not? and if so...what qualifies a women as a hoe?
